What's planned at the RFK Campus, September 2026
DC sent its master plan to the Council on Sept. 24, 2026. Nothing is for sale yet.
Riverfront District: about 3,100 homes
Ten blocks of apartment buildings by the Anacostia, with shops and a hotel. River Street runs from the stadium to the water.
Kingman Commons: up to 1,200 homes
Homes next to Kingman Park, with buildings stepping down toward the rowhouses on Oklahoma Avenue NE. The new indoor Sportsplex sits at its north end.
Stadium District
The Commanders' roofed stadium and Festival Plaza, due to open in 2030. The plaza is built for markets and concerts on the other days.
Recreation District
The Fields at RFK stay and grow, with 27 acres of fields, courts and park between the Metro tracks and the river.
Anacostia Commons
A 200-foot strip of natural riverbank where nothing new can be built. It gets a rebuilt trail and a footbridge to Kingman Island.

What to know before you make an offer.
FHA: 3.5% down, and a family gift can cover it
FHA loans in DC go up to $1,249,125 in 2026, and the down payment can come from a relative. For a condo, we check HUD's approved list first.
First-time buyers earning under $206,640 pay 0.725% recordation tax
That limit is for one person. It's $236,160 for two and $265,680 for three, and the home must cost under $777,000. The standard rate is 1.45%. These limits run through Sept. 30, 2026; DC resets them Oct. 1.
A conforming loan up to $1,249,125
The median house near the campus sold for $970,000, under DC's conforming limit, so it doesn't need a jumbo loan.
Buying before a building is finished
If you buy a new home on the campus, you'll likely sign before it's built. We plan the rate lock and deposits around the delivery date.
At least 30% of the campus's homes will be income-restricted: half for households earning up to 60% of the area median and half up to 30%.

The Heritage Island bridge
The footbridge onto Heritage Island. The plan adds a second bridge to Kingman Island at the campus's south end.
The DC Armory
The National Guard plans to leave, and DC's plan opens the building to new public, recreation and shop uses.
Transportation
Getting around the RFK Campus
- Metro
- Stadium-Armory station, on the Blue, Orange and Silver lines, is at the campus's west edge, by the DC Armory. WMATA plans to expand it before 2030.
- Bus
- Buses run on Benning Road and East Capitol Street. WMATA's planned Gold Line would run fast buses to Union Station along H Street.
- Bike & trails
- The Anacostia Riverwalk Trail runs along the campus's river edge, with footbridges to Kingman Island.
The plan puts 6,000 stadium parking spaces in two garages and puts parking for new buildings underground.
History
History of the RFK Campus
From a river trading town to DC's stadium grounds.
1608
Nacotchtanke on the Anacostia
John Smith found a trading town called Nacotchtanke on the river. Its people gave the Anacostia its name.

L'Enfant's plan for the city
Pierre L'Enfant drew East Capitol Street ending in a large square at the river, with a bridge across it.

District of Columbia Stadium opens
The stadium was renamed for Robert F. Kennedy in 1969. Washington's football team played here from 1961 to 1996.

Baseball and soccer
The Senators played here from 1962 to 1971 and the Nationals from 2005 to 2007. DC United called it home from 1996 to 2017.

The land comes to DC
Congress handed the campus to DC for at least 99 years, and DC finished taking down the old stadium in 2026.

The Commanders' stadium, team offices, Festival Plaza and the Sportsplex are planned for 2030.
